file fit ring gap question

hey guys... can someone clear this up for me please? ive been reading about file fitting rings lately.... so, im assuming a shop (having all the gear) would do it by measuring the bore, then measuring the ring gap in the bore and removing the difference from the rings on a ring filer with dial gauge, then put them in each bore at the end just to check... bam presto! file fitted rings to each bore without the tedious need to keep putting them in and out to check...

guy in shed: needs to alternate between putting them in the cylinders to measure and pulling them out to slowly file them with el cheapo summit etc ring gap file untill hes crept up on the clearance he wants...

so my question, does a guy doing it at home need to measure the bore? for example a hot street motor, just back from the machine shop so we know they have a fresh 4.030 bore to a set of pistons, can we not assume all the bores are at 4.031 (to err on the safe bigger side of ring gaps), then as an example we'l use our top ring gap, calculate it as per manufacturers specs with that number, 4.031 x .0045 = 0.0181

then round up to .019 to again, err on the bigger safe side of ring gap... then really, without needing to measure each bore we should be able to put the top ring in each bore and make sure the gap is .019 on each one and theyll automatically be file fit to each bore wont they, if we just make sure the gap we get is the same regardless of the bore size, keep them numbered to each bore, theyll all end up automatically fitted to each bore without needing to measure aye.. make sense?
and whats a good grit stone for all round use on a wide range of ring materials/coatings, or specifically, iron top and moly second...thanks for the answers guys
