383 500hp 500tq engine... is it streetable?

Here's my question. ...

I want a good strong engine that will be a weekend toy... I like feeling seat of the pants torque
And maybe drive it a few days of the week to work sometimes etc... but no towing because its gonna be a show truck within a year or two. ..

Will a camshaft like the one mentioned below... will it make power lower in the rpm ranges too (torque) .... the rpm range says 3200 - 6200... I was thinking of asking him of using a cam slightly smaller in the rpm range of 2000 - 5800. .. its never gonna be raced at the strip... what are your opinions? He says too much torque down low isn't good which is why you have to move the torque upwards... what are your opinions...
