valve adjustment

hey guy in the last few days i have my motor rebuild , they did the short block, the crank was bad, my mech shop redid the crank welded and reground it and i have a new cam and pistons 60 over everything is new but the block ,, i even added new pentronic electric points kit ,, the proble i am haveing is that with piston TDC and the BB on the mark the rotor button dont really line up on the spark plug boot its kinda off ,, like in middle , the engine will run but not good , do i need to raise the dizzy and try reset it ???i know the valve need to be adjusted better i just did them to start ,,,
help me out please ,, i am close but not there
