Cant get 670 street avenger to idle

I brought my car to my gf's house after sitting in storage for approx. 2 years. It is a 87 camaro with a 383 stroker. I put a brand new holley 670 street avenger on it a couple years ago, when I put it away it would idle. The only changes made since then are a 3k stall converter, haven't ran the car with this yet.

After sitting for 2 years or so I started it up and it will not idle. It will run at 1500 rpm's or sometimes 2000 rpms. The idle mixture screws have no affect on performance. I was playing around with it tonight and if I started it and I open the choke blade up it looks like fuel is dribbling out of the primary ventures and then stops when I open the blade. The curb idle is all the way out and it looks like the primary and secondary blades are all the way closed. I sprayed some carb cleaner around vacuum ports, intake manifold etc, no rev up. If i force the throttle closed with my hand the idle will come down.

I have a good grasp on mechanical concepts however it is been a few years since I have played around with a sbc. Where should I start?
