Ford stock 302 with 2 Barrel questions

Hey all:
I've become the proud owner of a 1969 Mustang Coupe, Under the hood is nothing fancy. I've been trying to get the engine running, so far after a couple days of work and cleaning I have it running pretty smooth at idle. With all that being said I do have several questions since info on the net is all over the place on tuning for this engine.

When I fist bought the car it idled way to fast and the motor was clearly out of time. I found the vacuum advance for the distributor wasn't hooked up correctly. Someone had installed a Pertonix electronic points replacement system but either forgot to hookup the advance or it came off. I've since repaired that and I've got the timing pretty close using a vacuum gauge. The needle with stay solid right at 17 to 18 pounds pulling from the vacuum tree at the rear of the block. I can get it to go almost 19 but it makes the engine really hard to start and the needle is not sable. So is 17 to 18 about right for this block with a 2 bbl?

Next is the engine when it's running smells really rich, The sound at the tail pipe sounds good but the smell tells me something different. I'm sure the idle quality screws are way off, I ran them in until the engine started to shake and then backed them out until it smoothed out again allowing the engine to settle in before doing another adjustment. But there is still a very strong smell that the engine is rich. I've also set the choke to run leaner but I must be missing something.

I've replaced all the vacuum lines and fittings I'm going to make sure the carb is tight on the manifold any help here is greatly appreciated
